Based on the placement of the parentheses and semicolons, I'm guessing that the table creation and insertion statements are being done in a scripting language and that there are preceding lines which establish a connection to the database software. I'm not familiar with any SQL dialects that use parentheses and semicolons in the way that they're used in the screenshot, but that doesn't mean that such dialects don't exist, so I could be completely wrong here.
tl;dr this could definitely be part of a "hack" but it's more likely that the script is just accessing data that's already publicly available or being hosted on a private server, and that this screenshot exists for the sole purpose of making the skiddie "hacker" look smart and 1337
